My biggest issue,( aside from blaming the victim, which as he is DEAD, does make a certain sense, this simplifies assigning blame, he can't protest) is that they say the truck passed the cyclist. Obviously he didn't pass the cyclist or he couldn't have had an unsecured swinging hook grapple the cyclist and pull him to his death. He didn't complete the pass, didn't respect the cyclist as a vehicle. Also since when is it ok to have hooks swinging from a truck that could actually catch onto someone or thing the truck passes? One would think these would be required by some sort of automotive law to be properly fastened so as to not present a danger to others on the road.

Once again further evidence that motorized vehicles do not belong on the road in bad weather. They are incapable of being safely operated in poor weather conditions and present a serious risk to all other users of the road, and to the drivers themselves.
