I have no issue if the police want to target ANY of those there, but it makes sense to go after who put the public at greatest risk, which IMO seems like the motorists.

Earlier this year I was pulled over and asked what I had in my front basket (my camera).
I'll skip all the details, but this went on for about 15-20 minutes (where he eventually asked if I had a bell). In that period, the intersection we were near I watched as 7 cars sped up to go beat the light, another 3 who went through clear red lights and 2 people who were going well over the speed limit. When I asked him if he was going to get the people speeding, he responded by saying he doesn't have a radar gun so he can't be sure if they were speeding!

Obviously the cars kill and maim thousands more people every year. Still there is no reason why some time and effort can't be spent on enforcing cycling lawfulness as well as vehicular lawfulness. Maybe some day we'll get motorists who recognize the rights of cyclists to use of the roads if we get cyclists who recognize their responsibility to use the roads legally and safely.
Of course the usual right now is a slap on the wrist to a motorist who injures or kills a cyclist. The same behavior, turning into traffic etc is usually treated more harshly if you dent someones car than if you kill a cyclist
