I've added a cheap MEC LED bug light to the back of my backpack for walking at night. I take responsibility for watching where I'm going but I like light the for added safety from the back and sides.

I use two bikes.
My main one has two rear flashing lights, a reflector as well as an exceptionally bright front light.
My second bike has a reflector and a flashing light on the back. For the front I added a temporary light until I get a new one (hopefully today).

I don't wear bright clothes or anything, but with my lights on I've never had any issues with motorists passing.

As for walking? Well again I don't wear bright clothes, but I'm generally on full guard of cars.
Might sound weird but I actually find cycling (even on major roads w/o bike lanes), far safer in St. Catharines then walking on any road/sidewalk...And I mean at any time of the day or year.

Non-visible cyclists is definitely a pet peeve of mine. It's all about having the right gear!
