Well said. It is rarely that a law will significantly change behaviour. If it did we wouldn't have any more murder or robbery those laws have been around for decades at least. However once a behavior starts getting the curse of being uncool the changes start to happen. Taking the time to add your voice or email to a call for more careful driving will have much greater effect than merely passing a law, which like the speeding laws are flaunted every day and everywhere.
